Why can't I set vault permissions on desktop?
When I create a new shared vault in the desktop app, I can only grant or revoke access, I can't actually set user permissions; why?

Welcome to the forum, @jbck! Thanks for the question. Currently, the default permission when you check the box to invite users to a vault (any vault, not just a newly-created one) is full View, Edit, Export privileges, but not Management of the vault. This is what you'd see if signed into your account in a browser (instead of the app):
If you need to fine-tune permissions levels from the very beginning to something less than that on a newly-created vault, you'll probably want to create the vault in a browser instead of directly within 1Password for Mac itself, at least for now (since you'd have to make those fine-tune adjustments in the browser anyway). In the future, there may be more fine-grained control over permissions at the vault level in 1Password for Mac, but I don't have anything to announce on that score just yet. Hope this helps! :)
