Hi @KarenTeegarden! Welcome to the forum!
If you click on the "Scan code with your mobile device" button on that page, you will see a QR code instead of a key, which you can then scan with 1Password to add the codes to the app.
This will be quicker than copying and pasting the key :)

By the way @KarenTeegarden, please be sure that you don't use the key that included in your screen shot, as it is supposed to be a secret.
@ag_ana is correct that scanning the QR (square bar code) is often easier, but if that doesn't work for you can add a field for a "one time password" and paste this in there. You can read more about how to set that up use in our document Use 1Password as an authenticator for sites with two-factor authentication
Once you have it entered (either by scanning QR code or pasting the key) and saved in 1Password, the item that you have saved it with will display a six digit code that will change every 30 seconds. It is that six digit code that Login.gov is asking for. (It asks for that to make sure that everything got set up correctly.)
