Welcome to the forum, @ChandarithSok93! In 1password.com accounts, an individual account allows for only one user. The user registers his or her email address and creates a Master Password. A 1Password Families account gets you up to 5 users in a shared account. 1Password Business is billed per-user, so there's no limit to the amount of users possible.
