SSH authentication fails when using docker contexts

When attempting to connect to a remote docker server via SSH using docker contexts, I get prompted to unlock my key three times and then eventually docker fails with the following error message:

error during connect: Get "http://docker/v1.41/images/ghcr.io/linuxserver/....": command [ssh -l root --foo.lan docker system dial-stdio] has exited with exit status 255, please make sure the URL is valid, and Docker 18.09 or later is installed on the remote host: stderr=sign_and_send_pubkey: signing failed for RSA "/Users/ja/.ssh/id_rsa" from agent: agent refused operation

The docker context is setup as ssh://root@foo.lan.
