Do i need a new user

Hello, everyone
I want to protect my account with an additional owner and admin. I have now one owner and 5 users.
When i want a second owner, do I have to pay for a new user so that I can give them the user rights?
I don't want to give user rights to one of the 5 users.

The new owner user should only serve as security!
