Lost All Devices and Need Two-Factor Authentication

Hello,

My brother is incapacitated along with losing all of his devices. I have his Emergency Kit sheet along with password but I’m unable to log in due to needing the authentication code from a trusted device. How am I able to gain access to his passwords? I do have a power of attorney for him. I submitted #WHT-43963-778.
