Daily quota limit

As per the official documentation, for business account the daily limit is 10000 per service account and 50000 per account and in audit events API reference document the rate limit has mentioned 600 per minute and 30000 per hour. What is the difference between these two limits and is there any possibility to increase the daily limit and hourly limit?
