Yubikey is not registering with 1Password

I am trying to get an additional Yubikey registered with 1Password, but so far I have not been able to. I am following the guide at https://support.1password.com/security-key/. I get to the start of step 5, able to enter the name and clicking next. At this point, both 1Password asks to save the passkey (with a create new and an update message) and the 1Password site switches to a dialog saying to insert my key and activate it now--both at the same time.

The 1Password plugin is in the foreground though, so I have to save/update it first, and when I do the site says "Your security key was successfully registered." However, I never got a chance to actually activate or even insert my Yubikey.

The 1Password site does list this key with the name I specified. However, when I try to use the key to authenticate I get an error "no credentials found." I then have to use one of my other keys to authenticate with. (The key I'm trying to use is intended as my main key.)

I think what's happening is that the 1Password plugin is generating the passkey directly? And that is somehow getting triggered when trying to register a hardware key?

I've tried rewriting this a few times and I'm still not sure the above is making sense. What can I add to make this clearer?

    Can you confirm you create a Security Key and not saved a passkey? When you see the new/update prompt ensure you click the icon at the top that faintly looks like a YubiKey. That's been the most common reason for the behavior that I've seen and once folks notice the icon that solves all the troubles moving forward.
