Why does Watchtower say a passkey is available when it is not?

When Watchtower is run it says 20 passkeys are available. When you click show items you see the apps.

Clicking Colonial Williamsburg app for instance brings up a screen saying you can use a passkey.

When you click the button to use the passkey you get a message that says "This website, app, or service was not found on passkeys.directory.

So, what to do now?

    3. Can you post a screenshot of the message that you see in Watchtower?
