If I ask 1P to auto fill the form at the following URL https://www.openstack.org/join/register/ it will place the "State" info into the "Statement of Interest" field.

The usual solution for this sort of problem is to save a new login manually for the site. Does it work if you do that?

@sunjunkie, I was able to reproduce this when filling an Identity... which is what I presume you were doing as well. Notice that the Identity's full name gets put into the search field too, and that the country code doesn't get properly set.

While there are millions of web forms out there (which makes it hard for 1Password to match everything up with something as complex as Identify fill), its not "seeing" the State field does seem surprising on this web page — the "Statement of Interest" field has no characteristics of something that should be a placeholder for a state code other than its internal name begins with the 5 letters "state".
