Any item you edit in 1P4 will give you the ability to add any tag you want. I'm not sure exactly what your problem is but maybe this will help:

1. when you have created tags you can show them in the left panel by highlighting Tags and then clicking on Show;
2. you can add tags manually when you edit an item by typing the tag name, or you can drag the item to a tag in the side panel to add that tag.

Ok, it may be a solution. In the previous version it was possible to see in one table view which items had or not a tag and the folders in which they were. It was certainly more practical. Thanks for the reply.

Thanks so much for the feedback here. I'm sorry to hear that you're not finding the new layout in 1Password 4 as intuitive as in 1Password 3. Just to add onto @Stephen_C's suggestions, to see all your items that are currently untagged, you can create a Smart Folder with the following criteria: "number of tags" is "0".
