If devices lost - how do I restore my 1Password data?

That's why offsite backups or syncing are useful. I use both Dropbox (which lets me sync between devices) and Crashplan (offsite backup). There are other choices, you might prefer iCloud for syncing and one of the many other internet backup services. You could also clone your hard disk to an external drive (or two of them) and keep it offsite.
Basically, for 1PW or any other important files you just need some way of keeping a copy of the file(s) outside your home.

As long as you have access to 1Password backups, regardless of where they're stored, it's certainly possible to restore your 1Password database(s) from them. There's value in having backups in multiple locations, like @danco mentioned. Backups only stored at home (or other single location) are obviously useless if they're destroyed in a hypothetical fire there. :)

If you are using iCloud syncing, then when you get your new devices and login to your Apple ID, 1Password should find your 1Pasword data and offer to use it.

Also, I think it's a good idea not to confuse syncing with backing up. Always assume that your Dropbox or iCloud data can get wiped at any moment. Use dedicated backup services (like Apple's Time Machine) to backup your data.
Dedicated backup services can include offsite ones as well.
