That's actually pretty easy once you know what to do.
- Unlock your primary vault using your Master Password (just like you normally have to do)
- First, be safe and ensure you have an up to date backup. Go into 1Password's preferences, Backup tab and click on the Backup Now button.
- Now enter your secondary vault either via the little menu or just by using the keyboard shortcut ⌘2.
- In there select the All Items option in the sidebar.
- In the Item List pane select any entry, it doesn't matter which and use the keyboard shortcut ⌘A to select all the items in your iPassword vault.
- Right click and then navigate the contextual menu as follows: Share > Primary > Copy. Give it a second and then switch back to your primary vault (⌘1 is its shortcut).
- Verify the items have all been copied across.
Once you're sure everything is in your primary vault you can remove the now empty secondary vault by switching back to it and selecting 1Password > Delete iPassword Vault...
