1P fails to submit password on some financial sites
1P fills in the password at Citibank but doesn't submit it, even though this pref is checked. I have tried "Submit when enabled" and "Always submit." Neither work. If I place the insertion point at the end of the password that 1P entered, and then hit the Return key, it is submitted. But not otherwise. The same is true for my retirement account at a different company. It fails to submit the first part, but does submit the second part of the authentication. 1P 5.1 MacOSX 10.10.2 Safari 8.0.3 MacPro early 2008 10GB RAM 600GB free HD space.

MrC is correct, Citibank are a continued thorn in 1Password's side but you've won more than half the battle if you at least have a Login item that fills in the correct fields (yes, we have that much trouble with it).
One thing I couldn't tell from your post is where you purchased 1Password from, was it directly from us or was it from Apple's Mac App Store (MAS)? It might have an influence on this issue.

I'm sorry to hear that you're having trouble with Citibank. Could you tell us a bit more about where things are getting tangled up? Is 1Password filling any fields at all?
Have you recently tried to Save a New Login Manually? This often helps in finicky filling situations, but if you can provide a bit more detail here, we might be able to help further.
