Did you get your copy from the Mac App Store? If you downloaded it from AgileBits, you can't use iCloud because Apple has chosen to exclude the required protocols from applications they do not sell themselves. So The software directly from AgileBits can no longer offer iCloud as an option.
You can use Dropbox for iOS and OS X, though. If you have a trial version of 1Password from AgileBits, perhaps you'll want to use it for awhile to satisfy yourself that you are ready to buy a license.
If you already purchased a license from AgileBits and that happened within the past 30 days, they will issue you a refund, so that you can buy your license from Apple.

Thank you hawkmoth. You are spot on that I am using the copy from the AgileBits site and not the App Store. I was planning to use the trial before purchasing. When I purchase, it sounds like I must buy from Apple to be able to use iCloud, correct? If I sync with Dropbox bow, can I change to iCloud sync later?

Yes, you will need to buy your license from the Mac App Store to use iCloud on OS X. And it should be simple to change over from Dropbox to iCloud when that time comes.
You might find that Dropbox works well for you. It does for me. But when the time comes to buy a license and you still want to buy from Apple, be sure to follow the directions, Migrating to the Mac App Store version.
