1Password is on my Iphone and my Ipad but not my Mac
I originally purchased 1Password from the app store for my Iphone. It automatically migrated to my Ipad but I do not have the app on my Mac. I have a Iphone 5C. I have a Macbook Air and a Ipad. I am running OS X 10.9.5 on the Mac. The version of 1Password I have on the Iphone is 5.2.1. I am using Icloud to sync and it is showing it is syncing. How can I get the 1password app to show up on the Mac without paying for another one. I thought it automatically would be there after syncing with the Icloud.

You can't.
1PW is sold separately for each platform. That is, iOS, OS X, Windows and Android are all separate purchases.
Since you want iCloud sync, if you want 1PW for Mac you will need to buy from the Mac App Store (purchasing direct from Agile has some advantages, but does not permit iCloud sync).
There's a problem with the Mac App Store since you are using 10.9, but it can be solved. Due to the way the App Store works, you have to find someone using OS 10.10, and purchase 1PW5 using your Apple ID. Then when you go back to your Mac running 10.9 and go the App Store, you will be able to download 1PW4 (the latest compatible version, which is no longer offered for sale). Blame Apple for this complication, Agile can't do anything about it.
Just thought, I don't use iCloud and I am not sure if iCloud sync between 1PW4 for Mac and 1PW5 for iOS is possible, due to changes in iCloud. Anyway, why are you still on 10.9? I understand not wanting to move to 10.10 too quickly, but I don't think there are many issues with the OS or third-party software now.
Alternatively, wherever you buy from, you could change to Dropbox sync. You may have decided against that, but many users, including Agile staff, are happy with it.
If you do want to buy 1PW for Mac either from App Store or direct from Agile, there is a sale at present.

Sorry for all the confusion here! It looks like @danco has already given you some information about all this. Just to clarify, the Mac and iOS versions of 1Password are sold separately. Because Mac computers and iOS devices run different operating systems, they use different apps, and as danco mentioned, 1Password is sold separately per platform. So if you purchased the iOS version of 1Password, that allows you to use it on all your iOS devices, but the Mac version of 1Password would be a separate purchase.
1Password for Mac is available from our web store or from the Mac App Store. If your Mac is running OS X 10.9 (Mavericks) then you'll need to use 1Password 4 for Mac, which (as danco explained) is rather tricky (but possible) to get from the Mac App Store. It's much easier to download 1Password 4 for Mac from our download site and purchase a license from our web store, because the same license file works for both 1Password 4 and 5.
However, regardless of whether you get the web store or Mac App Store version, unfortunately iCloud sync won't work between 1Password 4 for Mac and 1Password 5 for iOS. This is related to the major changes in iCloud that Apple introduced in iOS 8 and Mac OS X 10.10 (Yosemite). We have more information in our iCloud FAQs.
If you want to use iCloud sync in 1Password between your Mac and iOS devices, you'll need to upgrade your Mac to OS 10.10 (Yosemite), and then purchase 1Password 5 for Mac from the Mac App Store. Alternately, you can switch to Dropbox or Wi-Fi sync.
