Does 1Passwd store data any place other than the local machine? If syncing mechanisms like iCloud/Dropbox and server are disabled does the data leave the local machine?

If you do not set up any syncing, your data never leave your local machine. You can use Wi-Fi or Folder sync to keep several devices current with one another and use only your local network. That does mean your data are transmitted among your own devices, but in those cases, they never leave your sole control.

You didn't ask, but if you haven't already figured this out, you are also the only one who will know your master password, no matter where your data reside. Without that, no one can access your data, even if they are not in your sole control. It's therefore very important to use a strong master password.

And, as suggested by hawkmoth's answer, either write down your master password somewhere secure or make sure that it is memorable as well as strong.

If you forget your master password all your passwords are gone. AgileBits cannot reset things, and there is no way in to the vault.
