Can I share a vault with my wife if we only use the iOS version? We do not have 1Password for Mac/PC. I don't need the power of 1Password for Teams (nor can I afford the $4.99/month price for both of us once it leaves the beta phase). Thanks.

You certainly can. Take a look at this excerpt from the iOS user guide:
Syncing
Unless you both use the same Apple ID (in which case you could use iCloud to sync) you're probably going to end up using Dropbox—but take a look at the user guide and see what you think. If you need more help do please post again.
