@mcgavin in order to restore the pro features you must be logged in to the App Store with the same Apple ID as you used when you made the in app purchase of the pro features. Are you sure that you are?
Edit: if so, please try rebooting your iOS device and see if that helps.

I've logged in with the same correct Apple ID to buy both the ipassword App and the pro features. Rebooting the I phone made no difference sorry no go. David

So I better understand the situation: you have purchased the Pro features, not 1Password 3 Pro for iOS, correct? The Pro features for 1Password 6 for iOS are not included with 1Password 3 Pro for iOS.
If that is the case (you've purchased the Pro features) please send us a copy of your receipt and I'd like to ask you to create a Diagnostics Report from your iOS device:

Attach the Diagnostics Report and receipt to an email message addressed to support+forum@agilebits.com.
