I use 1password on my iPhone, mac and iPad and it syncs between devices. does not sync to my wife's
1 password syncs between my iPad, iPhone and mac. When I added it to my wife's iPad it only syncs 229 Of 270 items and some of the others are not up to date. Do I need to purchase a different liscense to get my wife's iPad to syncs with mine?

I'm sorry you're having trouble syncing your 1Password data to your wife's iPad! Since the problem is happening on an iOS device, I've moved your message to our iOS forum.
It looks like you're using iCloud to sync your 1Password data. Do you and your wife share the same Apple ID? If not, that's probably at least part of the problem. If your wife is signed into a different Apple ID on her iPad than the Apple ID you use on your iOS devices and your Mac, then her 1Password data is syncing to a different iCloud account than yours.
To check the Apple ID on each iOS device, open the Settings app, then scroll down and select iCloud. If the email address shown at the top of the iCloud settings is different on her iPad than on your iOS devices, that's why sync isn't working.
If you and she are signed into the same Apple ID on each device but sync with iCloud isn't working in 1Password, you can find some more troubleshooting suggestions here: If you're having trouble syncing with iCloud

She is using her Apple ID which is different from mine. Do I need to purchase another 1password liscense? Would that solve the problem?

It would not solve the problem, no. iCloud is not capable of syncing data between two different iCloud accounts.
If you would like to have the same data be accessible to you and your wife you could do that with a Dropbox account which you would both login to. Alternatively you could do that with a 1Password.com subscription account, which is specifically designed to allow for easier syncing and sharing. :)

Thanks. If we go the Dropbox route I am worried that her account may have some of my old passwords that I've since changed in mine. Will sync take the latest password?

If your data is more up to date than hers you can overwrite hers with yours by uninstalling and reinstalling 1Password for iOS for her.
