Cannot migrate from local vault to account

I created an online account, but never got the Move-Items dialog on the Mac.
(Looking at the forums, I see this is a common issue.)
I read one post and tried Help -> Tools -> Migrate Primary Vault to Account..., but it's greyed out.
I selected only Primary Vault and it's still greyed out.
I looked again at that posting, nothing beyond that.
I looked at other forum postings, no help.
I disabled sync within 1Password.app Nope.
I re-read (for the 4th time) the guide. Nope. (by the way, why isn't the Migrate Primary Vault to Account instructions in the guide?)
I normally don't watch videos because they just show what is written on the page, but I tried that. Nope. Just like the guide, it's only the when-everything-is-perfect path.

I tried to see if I can copy/paste or drag/drop within the app. Nope.
I tried signing in on my phone, to see if that'd offer the move dialog. Nope.

So, what do I do?
I have not yet subscribed and am showing Free Trial - is that it? (If it is, why isn't that documented??)
At this point, I'm VERY hesitant to sign up for something that doesn't work and have multiple unresolved posts about this very issue.

Furthermore, I have other vaults I'd like to move online, but the (limited, sparse and disappointing) guide, forum posts, etc. all only talk about Primary Vault. So, can I even do others?
If so, how would I move the other vaults?
If I can't, how would I move the items within those vaults? Can I even do that??

So far, there seems to be a LOT of issues with migration and not much help - just a few limited-in-scope answers and certainly no full guide to dealing with this (just the when-everything-goes-perfect path). Is it so buggy that you can't provide a clear, concise, comprehensive guide to migrating? If not, then perhaps you should take the time to create one.

So again, my questions are:

How do I move my primary vault when it doesn't ask and the Help -> Tools -> Migrate... option is greyed out (even when only Primary Vault is selected)?
Can I migrate other vaults? and if not, how would I get those items online?

    Hi @rkam

    I apologize for the delay here. Were you able to get this sorted out? In case not, I believe this guide should help:

    Move and copy items | 1Password

    You’ll want to select all of the items in each of your existing standalone vaults, move them to appropriate membership based vaults, and then delete the standalone vaults. Pleaselet us know if you’re still having trouble.
