Error. Failed to Switch to Family Account. Operation is not permitted.

Went to Settings Page under Admin Console for my Teams Account Beta. At the bottom of the page I clicked the Convert to a Family Account button. Confirmed my choice. Received "Error. Failed to Switch to Family Account. Operation is not permitted." I logged out and restarted my browser (Safari). Now when I go to the settings page I am not presented with the option to covert to Family. I would like to convert from Team to Family.
