Going from normal membership to a family account

This morning I loaded the 1 passsword app to her iPhone. As part of the activation I chose the only option which was to become an active individual user, of which my Apple account was charged. What I wanted was the family plan, but did not see any option for this. How does one upgrade to this family version & then sync both accounts as one?
