Help recovering 1Password vault from old iOS device to new iOS device using iCloud backup

My old iPhone 5s died (it had a 1Password vault stored on it). The phone was irreparable, so I purchased a new iPhone 8. I set up the phone as a new iPhone and as such do not have my 1Password vault. How can I restore the vault from an iCloud backup?

Are there apps that allow me to extract the 1Password data from an iCloud backup? Can I set up a 1Password Mac app that can read from the iCloud iOS backup?

    @ewhaug: It isn't possible to interact with iCloud backups except to restore a device from them. There just isn't any way around that. However, if you were syncing your 1Password data with iCloud, you could access that data in 1Password for Mac or iOS by enabling iCloud sync:
