How do I add paid users to my team?

It looks like we have 3 paid users - I think we tried things out for a while - and we really would like to add more.

There doesn't seem to be anywhere to add seats to our team. I can add users, but they activate and are then frozen. How do I activate and license more users?

    If you’re adding people through that process and they are seeing a message that their membership is frozen can you please verify if your business membership is the only one they are signed into? Do they see that if they log in to the web interface ( https://start.1password.com )?
