Entering password always brings up 1P save dialogue

This has been bothering me for a while. Whenever I need to enter a website password a 1P dialogue appears asking if I want to save it. The password is already saved.

This happens on sites were Keychain autoloads username and password. I already have these credentials in Personal.

I currently use the 1P subscription service, but previously had the standalone using iCloud to save the content. I suspect that's why the problem is occurring. I don't find any 1P content however in iCloud Drive so I'm not sure what it's trying to do.

    @TomWolsky,

    I believe one of the next betas should have an improvement to this behavior. I was recently auditing some of the code that processes your items so that it can figure out if it needs to offer a prompt to save while locked/unlocked and I found a couple places where improvements were necessary.
