Mac - Cannot remove vaults. Followed instructions, but vaults are ALWAYS back post-reinstall.

I have tried every process and guide imaginable, and removed Keychain access etc for all com.agilebits....

After all these attempts I then reinstall and the three vaults I have are still on the installation and since I've forgotten whatever master password they are asking for I cannot add my new account. I had to delete my family account and recreate. Now I cannot get my Mac to work. I have been successful in getting it installed on a Windows machine, but this Mac is my work device and I need to get it working.
