Onboarding New users with access to 1password

hi there, we have a use-case of creating a 1password account with a private vault for new users joining our organization. We have sets of password that needs to be circulated around to new users, we are instead thinking of creating new accounts (with private vaults) for new users so that once they have access to 1password, they should be able to retrieve all other passwords from their vault.

Wondering what could be the best way of doing this? Does 1password API allow creating an account and adding content to it before the user confirms their membership?

Any other feedback/suggestions would be appreciated. We basically want every employee inside our organization to use 1password?
At this point in time, it's requested more on an ad-hoc basis.
