Standalone vault sync only working in one direction

I've recently installed 1Password 7 on a new Mac using a local vault and am trying to sync with a Mac running 1Password 6 locally but am having problems getting the sync to work.

On each machine I'm syncing with a local (dedicated) folder then using rsync -ca to copy the vault to a network share. I've managed to get the sync to happen in one direction with changes made on the new machine showing up in 1Password 6 on the old machine (although it took quite a few attempts and I don't know what I might have done differently on the last attempt so it worked). I've not been able to get changes in 1Password 6 to show up in 1Password 7.

Am I missing something?

    We are unable to provide support for issues you might encounter with local folder syncing because we can’t troubleshoot your network or third-party sync solutions. If you’re unable to get it working properly, we recommend switching to a more reliable sync method.
