Enabling 'Provision Users with the CLI' fails

Hello,

I was hoping to use op to automate creation of our 1Password users. When I run op create user, I'm directed to enable CLI Provisioning (subdomain changed to protect the innocent):

~ op create user jsmith@example.com 'Jane Smith'
[LOG] 2020/01/30 13:24:15 (ERROR)  Provision Managers group is required but not found. To create it go to this URL and follow the instructions:
https://example.1password.com/settings/provisioning/cli

When I go to https://example.1password.com/settings/provisioning/cli and click on "Turn on CLI Provisioning", I get the error:

Unable to set up the Provision Managers group.Operation is not permitted.

We have 1Password Teams. Is this feature only available to Business users, or is there some other problem?

    @mstyne Yes, this is indeed a feature of 1Password business, it requires the 'Custom Groups' feature, which is not available on the teams plan. As you've pointed out, this error is not very informative so I'm going to mention that to the frontend team and make sure more information is displayed in this case.
