Why is suggested password length less than 20?

I was under the impression that the auto suggested passwords all had a standard length of 20, and there was no modifications to it. However, all of my default password lengths are either 12, 13, or 14 characters. See this screenshot for when I was trying to sign up for this forum:

It's been like this for a bit now. Is there a way to re-enable the longer suggested passwords?
