How does suggested password feature work?

The suggested password feature, which shows in the drop down for new sites, seems to be a useful feature. I am wondering what parameters that it uses as far as length and composition.

My default settings on the Password Generator are 20-characters, including numbers and symbols. For some reason the bulit-in suggestion tool seems to use 18 or 19 characters. Is there some way to tweak the parameters used by the built-in suggestion tool?

Also a link to a page explaining how this tool works would be nice--I found a page, but it was pretty high level and did not get into parameter settings.

    If the page itself has passwordRules defined in the html then we make use of those. If a known password recipe for a given site exists in the Apple Password Manager Resources database exists, then those are used. Otherwise it will fallback to using a general "fits most websites requirements" rule set.
