how to combine family and primary vaults
Only my primary account is the only one that goes to the iCloud. Why won't both primary and family plan sync with iCloud.

You should no longer have a 'Primary' vault and iCloud should be uninvolved with 1Password once you've successfully migrated to 1Password Families. Please move the contents of your Primary vault to a vault within your 1Password Families membership if it isn't already there:

And then remove the Primary vault:

Syncing of data in 1Password Families is handled by 1Password itself, rather than iCloud. I hope that helps!
