How does 1password get Domain Breach Report for the users who don't even have access to a 1password business account?
How does it possible to fetch the password details for domain users who are not using 1password or have any 1password plugin and app installed on their computers?

Please help me to understand that.

    Information about data breaches does not come from inside the 1Password app, it comes from the haveibeenpwned.com domain search database. So if you are the owner of a domain, and you activate the report feature, you will see if any email addresses have been compromised even if they are not using 1Password. Those accounts have been breached, regardless of whether they are using 1Password or not.
