how to download 1Password for win10 tablet using local folder?

in 1Password 7 for Windows

I use a local folder on my home server to store my passwords.
it works fine with my desktop PC, Macbook und iOS devices over WLAN server.
I also have a win10 tablet. I was trying to install 1PW. I know I have to choose from the beginning the option "local folder" before downloading 1PW.
I do not remember exactly how to do this any more.
signing in on the browser. get the apps. 1PW was downloaded but I did not see any options.
moreover my master password is not accepted. I already paid the annual subscription.
