I need help recovering my passwords in the app

I don't think this is about memberships but you're insisting on a category.
I downloaded 1Password several years ago to my iPhone and was using it to keep track of all my passwords (which was fabulous, by the way).

I assumed the information was saved to the Cloud. Is that not the cases? Because our IT department needed to wipe my phone to resolve a synching issue and my app disappeared. Now I can’t even download it again.
