I used to sync two Android phones using the WLAN Server with no problem.

Now I replaced on of these phones. For the new phone sync will only work like once (Randomly during the first setup, took serveral tries).
The other phone is working fine.

Is it even official possible to sync two (or more) phones?

https://support.1password.com/sync-options-security/ says:

Available on multiple devices

https://support.1password.com/cs/wlan-server/ says:

The WLAN server can’t sync two or more mobile devices directly.

I'm really confused why this isn't working all the time instead of once. I tried several Wi-Fis, reboots, flight-mode, etc.

Hi @horizon. WLAN sync is possible between two or more mobile devices as long as there is a computer in the middle, but it's not possible directly between two ore more mobile devices, as the computer acts as the server. That said, since there are so many factors involved with this sync method, it can be the most difficult to use.

We have published an exhaustive guide for troubleshooting WLAN sync issues. Please try the steps here.

Also, since you're having trouble, I'd strongly recommend switching to a 1Password account. With an account, all devices and upgrades are covered, so you'd be able to update 1Password on your Mac to the latest version. It also syncs your data seamlessly, under the hood, so no troubleshooting sync issues is necessary.
