[Feature] Don't enforce HTTPS on localhost

If all websites assigned to a password resolve to known incarnations of "localhost", you should exclude the entry from watchtower's HTTPS screening:

• localhost
• 127.0.0.1
• ::1

Say, I'm saving the password to login to a local instance of a site I'm working on, the password would look something like this:
