Problems scanning 2fa QR code

I am trying to enable 2-factor authentication using a QR code in the Android app.

Permissions for Camera in 1Password is set to "Allow only while using the app" which is the least restrictive option available.

At the top of a Login item a prompt in a purple box is displayed stating that Two-Factor Authentication Available.

I visit the site in question and have the QR code available to be scanned.

However if I select the 3 vertical dots on the Login item there is no option to scan the QR code. The options are Move, Copy, Share, Copy private link,, Archive item, Delete item, Lock, and Exit. I don't see any option to scan QR code if I edit the Login item either.

I have done this in the past but don't see the option to scan QR code now.

    In order to scan the QR code on another device from your Android device, tap the QR code button to the right of a one-time password field while editing the item. See the steps and screenshots below for details.

    1. Tap the Edit action in the app bar.
    2. Tap the add new section item if a section doesn't exist.
    3. Tap the add new field item under a section.
    4. Tap the One-Time Password option in the list.
    5. Tap the QR code button to the right of the one-time password field.
