Why isn't "Begin Recovery" available to me?

I have a new user added to our Business account through a SCIM bridge. He is unable to log in, and when I check the admin portal, his status currently displays as "Pending Provision". To help get the account "unstuck", I suggested initiating an account recovery, which I have to help with. However, when I select him from my user list and click "Actions", all the actions are grayed out (see attached image), so I can't begin recovery, reactivate, or any other options.

As an administrator, how can I help users who are stuck in the nebulous state of "Pending Provision" without the ability to use any of the actions in the user admin portal?
