Strange design of the Import... menu bar item in 1Password Mac. Is this behavior intended?

When you choose this option, a non-standard dialog box appears. There are two choices LastPass and From File. By default, LastPass is chosen. So how do you get to From File? You can't get there by clicking on From File. Nothing happens. But if you click on LastPass, then 1Password switches to From File. I've never seen any app do this, so I assume this is a bug. And that's my question, is this a bug or intended behavior?
