SSO and Azure Conditional Access Policies (IP restricted)

We are using Azure to provide SSO access to 1Password which is working fine.

We would like to impose a conditional access policy in Azure that restricts specific users to only login from allowed IP addresses, but when we do this logins fails as 1Password also needs to talk to Azure directly using Microsoft Graph and the IP address used to do this change all the time.

Does anyone know how we can create a Azure Access Policy that is restricted to 1 IP address, but still allow the 1Password access to graph?
