New vaults in Family Account

I just switched from an individual plan to a family plan so my son could quit using LastPass. We've migrated his passwords over with no issue but now we are trying to organize them and he isn't able to create new vaults. We've clicked the drop down menu where the option is located but it is greyed out so it can't be selected.
