I think most people will choose to store the secret key on their device due to the inconvenience of this arrangement. In other words, technically if the rules are followed by the user, your secret key and emergency kit is very secure. But, when you include the 'human' element. In reality, not secure in at least some cases. Probably most cases. The human making decisions should be included in the design, since this is reality.
