op signin doesn't seem idempotent
Hello.
I am using op version 2.20.0 on Mac Ventura 13.5 and doing a manual install (so just the CLI not the app). My shell is zsh 5.9.
Basically did the following:
```
brew install 1password...
@nrose : Unfortunately, no answer yet.
Even contacted 1Password via the sales person contact of my company, but still no answer :-(
And the issue is still happening with the latest 1Password CLI 2.21.0.
