If you aren't upgrading your individual account to a 1Password Families membership and are instead creating a new account under an existing 1Password Families membership please see this guide:

If you are subscribed through Apple you'll also want to be sure your subscription with them for the individual account is canceled:
View, change, or cancel your subscriptions - Apple Support
This is done automatically for deleted accounts where the subscription is directly through us (not Apple). I hope that helps!
