Can families share a family account, however, each member of the family have their own vault, or so to say each family member does not have access to everyone in the familys user name and password to everyones websites?

Yes, that is definitely possible, and is the primary way in which 1Password Families is intended to be used. When set up properly each person will have their own Secret Key and Master Password associated with their email address. That gives them access to their own Private / Personal vault, as well as any vaults that have been shared with them.

The way this works is that someone sets up the 1Password Families membership, which also creates an account for that person. That first person becomes the Family Organizer. The Family Organizer can then invite additional people to join the membership and create an account within it:

It is generally a good idea to have more than one Family Organizer, so the whole family isn't locked out if something happens to the primary one:

I hope that helps. Should you have any other questions or concerns, please feel free to ask.
