I had no difficulty using Password AutoFill to save and fill a Login item with 1Password in Safari:

Hey, Ben......
Thanks for testing, but it doesn’t do that for me in iOS 12.1.4. I get no action at all, even if I click in the user name field before I bring up 1P.
