I just upgraded to Mojave and ran into identical problems. Any help would be appreciated

Auto-FILL should be fine using the keystroke cmd-/. However auto-SUBMIT has been removed due to security changes by Apple.

"Autofill" is kind of a misnomer, so we don't use that term for 1Password itself, since it never fills anything without user interaction. So if you're expecting login credentials to be filled any time you go to a website, that isn't going to happen. You'd need to use the keyboard (⌘ \) or mouse to tell 1Password to fill. I hope this helps. Be sure to let me know if you have any other questions! :)
