Categories don't sync between iMac & iPhone

in iOS

I have a passport info category(plus a few others) on my Mac...the info shows up on my phone under All Items, but the categories are not listed the same way as on the MAC. How do I sync it so all is the same?

OS Version: 10.14.3
Sync Type: icloud
